Senator Durazo's SB 346 Passes Legislature, Heads to Governor's Desk

SACRAMENTO – Senator María Elena Durazo (D-Los Angeles) today celebrated the passage of Senate Bill 346, the Short-Term Rental Facilitator Act of 2025, which passed the Assembly last week with strong bipartisan support (64-0, with 15 not voting) and received unanimous Senate concurrence on Tuesday. The bill now heads to Governor Newsom's desk for final approval.

SB 346 addresses a critical problem facing California communities: between 25% to 75% of short-term rentals operate without proper licenses, costing local governments millions in uncollected taxes while contributing to housing shortages and rising rents for residents.

"This legislation is about fairness and accountability," said Senator Durazo. "For too long, platforms like Airbnb have profited while local governments struggle to collect the taxes they're owed and enforce the laws their communities have voted for. SB 346 gives cities and counties the basic tools they need to do their jobs."

"SB 346 ensures that every California city has the information needed to enforce its local short-term rental laws, crack down on illegal units and collect the correct amount of transient occupancy taxes owed to them," said League of California Cities Executive Director and CEO Carolyn Coleman. "Cal Cities is proud to sponsor this bill, which received overwhelming bipartisan support in the Legislature and not a single vote against it. We urge the Governor to sign this important measure."

SB 346 is sponsored by the California League of Cities and the Association of County Treasurers and Tax Collectors, with support from dozens of local jurisdictions across the state.

Now, SB 346 will head to the Governor’s desk, where Governor Newsom will have until October 12 to sign or veto it. If signed, local governments will be able to opt in and begin receiving the information they need to effectively collect taxes and enforce local laws.
