
Senator Durazo's Comprehensive Legislative Package Passes Senate Floor, Heads to Assembly
Bills address housing, worker protections, immigrant rights, wildfire safety, and digital equity
SACRAMENTO – Senator María Elena Durazo (D-Los Angeles) announced today that fifteen bills in her 2025 legislative package successfully passed the Senate Floor. These bills now move to the Assembly for consideration, representing a significant step forward for comprehensive reforms addressing California's most pressing challenges.
"These bills reflect our commitment to building a more equitable California that works for working families, immigrants, and communities that have been left behind," said Senator Durazo. "From ensuring affordable housing remains available to supporting street vendor entrepreneurs and strengthening wildfire resilience, these bills address the real challenges Californians face every day."
The bills advancing to the Assembly include:
Housing and Community Development:
· SB 21 (Affordable Housing) – Preserves affordable housing units while allowing strategic conversions to dignified living spaces with strong tenant protections.
· SB 346 (Short-term Rental Enforcement) – Empowers local governments to effectively regulate short-term rentals.
· SB 838 (Housing for Workers) – Refines housing streamlining to focus on permanent residential development.
Worker Rights and Protections:
· SB 513 (Access to Training Records) – Ensures workers have access to their skilled certifications and training records.
· SB 590 (Paid Family Leave for Chosen Family) – Expands family leave benefits to include chosen and extended family relationships.
· SB 809 (Construction Trucking) – Provides pathways for owner-operators to become employees with fair compensation.
Public Safety and Emergency Preparedness:
· SB 629 (Keeping Communities Safe from Wildfires) – Updates our fire risk maps after major wildfires and ensures those maps consider the risk of urban conflagrations. Also requires annual defensible space inspections in very high fire risk areas.
Immigrant and Community Protections:
· SB 580 (Strengthening Immigrant Protection Response Guides) – Strengthens the Attorney General’s model policies and database guidance for state and local agencies.
· SB 635 (Street Vendor Protection Act) – Supports street vendor entrepreneurs by protecting their sensitive data from immigration authorities.
Government Transparency and Access:
· SB 707 (Brown Act Modernization Act) – Extends key Brown Act provisions, expands teleconferencing flexibility, and expands public access.
Consumer and Public Health:
· SB 716 (Lifeline Reform) – Establishes home internet subsidies to close the digital divide.
· SB 754 (Chemicals in Menstrual Products) – Requires menstrual product manufacturers to monitor and report potentially hazardous chemicals.
· SB 784 (Consumer Protections in Home Improvement Financing) – Strengthens consumer protections against predatory lending practices.
Infrastructure and Criminal Justice Reform:
· SB 598 (Construction Manager/General Manager Contracting) – Provides water districts flexibility to address climate-driven infrastructure challenges.
· SB 834 (Record Clearing) – Strengthens record relief to help Californians move forward with their lives.

The bills will now be assigned to Assembly committees for review and consideration. Senator Durazo expressed confidence in their prospects and thanked her Senate colleagues for their support.
