Sen. María Elena Durazo Proposes Homeless Hiring Tax Credit
SACRAMENTO – State Senator María Elena Durazo (D-Los Ángeles) today introduced Senate Bill 1333 to create the California Homeless Hiring Tax Credit.
“SB 1333 elevates businesses as an integral part of the response to homelessness in California. This bill seeks to create access to good jobs and living wages for homeless individuals and to engage the business community in our collective response to ending this humanitarian crisis,” said Senator Durazo.
Establishing a tax credit between $2,500 and $10,000, per qualified homeless individual hired, could create access to meaningful employment and pathways to careers for up to 3,000 homeless individuals. Under this proposal, a qualified employer could claim $30,000 in tax credits annually.
“California’s homeless crisis calls for bold solutions and fresh ideas. I am proud to partner with Senator Durazo to joint author this important legislation,” said Senator Susan Rubio (D – Baldwin Park). “SB 1333 will help people gain quality employment and a pathway off the streets.”
“Expanding employment opportunities for individuals experiencing homelessness will allow them to break free from the cycle of poverty and get back on their feet,” said Los Angeles County Supervisor Hilda L. Solis. “Stable employment and housing go hand in hand, as both can improve an individual’s physical and mental well-being. Encouraging employers to provide dignified work to individuals who lack shelter can be an important tool in economic and housing stability. I thank State Senator María Elena Durazo for introducing SB 1333.”

"This bill will do just that, by engaging employers who are already paying fair wages and cultivating work environments of equity and inclusion in statewide efforts to eradicate homelessness. It provides a win-win scenario for employers, communities, and individuals who are seeking to exit homelessness.”
